flag 6: Can create new post, can respond, responses are not folded, and 顶帖.
flag 6: Can create new post, can respond, but responses are folded, and 不顶帖.

结论：flag 1 目前没有用，相当于禁用。
如果要开始手动审核，最好是用用户组7（其他功能与正常用户一致，只是不顶帖）。
